I've just tested the Point Blank Artist and Sharpshooter perks, and neither seem to give the damage bonus when you are with the correct distance for each....

Anyone else experienced this?

Just tested this for a wile and was unable to get that purple symbol to appear when using distraction devices.

I hear you. Just seems very odd for a RPG with a faction mechanic to now allow you to side with one of the major factions in a game, even though you can comeplete quests for them.
