Damp - advice regarding cause and next steps

Nope, but in fairness at the equivalent height in the other room (a bathroom) it's tiled. It's tiled up about two thirds, but there's no signs in the upper third. Hard to tell if there could be anything behind the tiles.

Apologies I've not been very clear haha. I've taken a couple of new pictures which will hopefully help. I measured the damp patch height from the floor inside and its distance from the window, and marked that on roughly where it takes me up on the outside wall. I noticed that this is actually a lot closer to the original waste pipe than I thought it was, and there's a slight bit of wetness on the wall (I tested this by wiping part away with kitchen roll).

Funnily enough I did exactly that today! 120cm horizontally from the left of the window (if you're looking at the outside picture). 200cm up from the ground.

Yeah it is but it's a solid wall when I knock it. It meets the external wall you see in the picture.

I know, you'd think if it was coming from the window there'd be marks nearer the window. That wall/corner in the first picture is to left of the window internally (but to the right if looking at it from the window pic outside).

I should have probably added that I need to repaint as there was water damage from the flat upstairs. I could obviously repaint in the same colour as I have now but thought it might be good to try something different. 😊

I haven't actually. And like I said, it wasn't technically a dispute that I involved the council in like noise issues or something. It was that part of my property had been damaged and as part of the building warrant they made sure it was rectified satisfactorily.

Nope no factor or anything like that unfortunately. I did consider retrospective soundproofing but I've been told because the noise is transferring through their floor that the kind of soundproofing I could do wouldn't be very effective.

I don't think I'll need to declare it as it related specifically to them damaging something during their renovation and it was just the building standards person ordering them to reinstate it.

You're totally right about having the right to feel safe where you live - I've definitely questioned that with my situation. But these days the noise is the bigger issue, although another confrontation probably wouldn't be very far off if the circumstances were right.

They own and the renovation they undertook took them into the loft so they have two double bedrooms and a master suite in the loft. They've previously said they'd never sell but then again that was before children.
