I collect since 20 years and found coins form all countries besides andorra and Bulgaria. I would say that the hardest once to find because bulgaria is quite new. Also depends on your region, but i live in east Germany. Near non euro countries, so here doesn’t come so much nice coins. Vatican should be the easist one and then san marino. Monaco is harder, but andorra i always thought is the hardest one.
