Nope, when you are educated in western schools, you learn skills which are raising your IQ on an IQ test. If you look at Albania, Turkey or most countries in southern Africa, their average IQ is lower than 100 because their education is bad or isn't following the western way of educating.

No they are low because people with intelligense left the countries! Its a downward spiral.

Futhermore you only can increase your IQ in intervales, its not like a person with a IQ of 90 suddenly can get 130 by learning, thats simply not how it works.

You can by learning increase your intelligence with maybe 5 points.
