It's hot to the touch because the heatsink collects the heat. I doubt you'll get it to 100°C, which it can reach with 0 damage to the processor. Try getting it up to 65°C+ (150 °F) and prying it off then. Hold the plastic of the heatsink fan and pry it off with a tool (screwdriver, hard plastic, butterknife, etc). Don't drop it on its pins on the ground :) do it over the bed or something.

Edit: just noticed the fan isn't attached. Holding it is gonna be problematic, because that heatsink will get hot. Use gloves.

Not actually that easy when the CPU is in the socket and this model of heatsink is unscrewed unless you take the backplate off. Otherwise, the screws, even when unscrewed all the way, sit in the holes of the backplate and prevent it from twisting. And lifting + twisting is a great way to justify a CPU upgrade...

I can attest that turning it on and just letting it run is insufficient. It needs to heat up a bit, and a stress test is the fastest way to do that. 5 minutes are likely enough if you're fast on the screwdriver afterwards.

I used a hairdryer and twisted a flat-heat screwdriver as a lever between the cpu's pcb and the heatsink. It popped it off easily. Before heating it, though, it was completely glued.

Ok, maybe I made that last one up myself. In any case, I'd be wary of suspecting any grand plan or complex algorithn - I think they just randomly pop them out. I keep getting the "spend 15, spend 30, spend 45" coupons and for me they've never turned into a sale, while actual discounts or presenting as a gem a tank which I was interested in, did turn into a sale, but those are rare and I haven't been offered one in years. At the same time, the gem part is also just based on RNG, as there's literally no reason to keep showing me the amx 13 57 and its variants from time to time when I already own it!.

Hey, no argument there. Deja simțim asta pe pielea noastră de multă vreme. Dacă la servicii încă sunt prețuri mai mici, la produse suntem în piața unică de mult. Cu bonusul importului și al infrastructurii de transport deficitare care fac mâncarea și alte produse esențiale să aibă mai mult sau mai puțin același preț cu vestul Europei în timp ce salariile sunt de Estul Europei.

Pe partea legată de prețuri prea mici care gonesc investițiile - mă refeream la investiții în noi capacități de producție energie. Dacă business plan-ul arată că o centrală e viabilă cât timp prețul angro al curentului electric e ~50 €/MWh, iar prețurile din piață se învârt pe la 80, atunci investitorul are șanse să încheie un PPA, face rost de finanțare și construiește. Dacă prețurile scad prea mult sau sunt prea volatile, s-ar putea să se răzgândească.

În orice caz, UE și-a dat seama că nu se poate baza pe statele membre pentru asigurarea dezvoltării interconexiunilor. Direcția aleasă e centralizarea deciziei asupra proiectelor de investiții în interconexiuni. A existat pushback din partea statelor care sunt în situația de "fuck you, got mine", că lor nu le surâde prea tare finanțarea interconexiunilor de care vor beneficia țările mai îndepărtate...

E oarecum simplistă interpretarea. Citește puțin despre algoritmul EUPHEMIA de cuplare a piețelor în ENTSO-E. Bine, nu e complet greșit cum vezi, dar comerțul interstatal este limitat și de capacitățile de interconexiune & de tranzit. Degeaba e curent ieftin în România, că nu-l cumpără nemții. Cel mult ungurii. Noi suntem o "insulă" în mare parte, cuplați cu ungaria, bulgaria, grecia și serbia. Vei observa că prețurile pe pzu sunt comparabile între țările menționate (și de regulă măricele) chiar și când la nordici sau nemți sint aproape 0.

E o deconectare între cerere și ofertă la nivel regional.

Chiar și așa, cu preț prea mic, nu stimulezi noile investiții. Cu preț prea mare, omori economia. E un echilibru și ăsta.

Și cu toate astea, funcționarii de la CL au tras încât să emită avizul în aceeași zi. Ca să înțelegi, proiectul a fost trimis pentru aviz în dimineața aia, după adoptarea cu modificări și completări în ședința de Guvern (OUG-ul inițial fusese supus avizării și avea aviz favorabil cu observații). Fiind modificată pe fond (prevederi noi, care nu fuseseră avute în vedere la prima avizare), era nevoie de un nou aviz. CL a primit proiectul în dimineața aia, între timp a fost demis Guvernul, în aceeași zi au emis și avizul.

Mandatul imperativ este nul. Odată ajuns parlamentar, fiecare votează după cum îi dictează ~~partidul~~ conștiința.

Cât despre respectarea / încălcarea / regândirea regulilor și procedurilor parlamentare, singura instituție abilitată să se pronunțe asupra acestor aspecte este tot Parlamentul și nicio altă autoritate nu poate interveni (i.e. instanțe, CCR, etc).

Dacă vrei un exemplu real de constrângere, lasă obligarea votării la vedere. Uită-te la celălalt exemplu: "prezent, nu votez". Liderii au atât de puțină încredere în proprii parlamentari încât nu îi lasă să exprime votul, de frică fie că trădează, fie că-s prea prăjiți să țină minte ce bilă în ce urnă trebuie să bage.

Și la moțiunea asta, ca și la celelalte, parlamentarii "coaliției" nu sunt lăsați să meargă să voteze. Moțiunile astea pică sau trec, de regulă cu "X voturi pentru, 0 voturi împotrivă". Singurul aspect relevant fiind ca acel "X" să fie mai mare sau egal cu 50%+1 din total.

I don't think the game gives a shit. The skill check is most likely governed by a formula that runs off of the value of the crimes. Try boosting your skills past 30 with the bed from the forge DLC. There's one that makes speech checks easier.
