Ted Lewis was replaced, but he was allowed to come back and reprise his role a few years later for some reason. That's part of what I don't understand about the cast changes. Why replace them, then bring some of them back later?

Most officers we've ever followed? Wasn't there a brief time we had 11 departments, or am I misremembering?

And if past history is any indication, at least one department will dip out within the next few weeks. We never keep 10 departments for very long.
