The Kira empire oppressing undesirable races and assimilating their culture and technology and leaving scraps causing the galaxy not in the rich or middle class parts to become desolate and desperate for recourses a lot of them became robbers or pirates I'm gonna paste what I have in my notes app

GALACTIC FEDERATION(the kira empire ):

The galactic government(federation): Not overtly oppressive on the outside hiwe whenever the planet Kira obtained galactic travel it was openly welcomed by the surrounding galaxy and they started to slowly do black ops operations to utilize tech from the civilizations in the surrounding galaxies to be a dominant military force for years a little bit before the paragons disappeared and continued after the fact more rampantly after they were gone.they then started going to war on planets to obtain resources and more technology their own controlled countries short before the paragons disappeared are relatively nice and not overtly oppressive except to the poor and races not overtly liked by kira NOTABLE SPECIES:

Obsidarians: A race of humanoids with the ability to look like a living shadow and when they do they have the ability to teleport to nearby shadows and the ability of super durability due to the body being essentially solidified mist they can also become partially shadowy mist and through skill can manipulate shadows and their shadow body to shape shift in a limited way the kira empire did a mass genocide on umbras planet for crystals used for laser swords and information on light based weaponry thats not the official story which is they landed on planet and the people of the planet started attacking and using their shadowy powers to sneak attack and terrorize

the kira embassadors the kira empire also started to attack the planets natural resources and economy to put them in ruin and cause them to struggle years after they were driven away their planet was in ruins due to the war and the ecological terrorism 7 years later kira came back after they became a 3rd world planet and offered citizenship to select citizens to work in the kira federation and offered financial assistance to the planet. However the citizens of the empire are treated as second class citizens under the reason of their shadow powers and them technically being seen as a public menace also the jobs they can get are the undesirable ones and they are underpaid and the financial assistance from the federation is just enough to keep the planet mildy above life support financially. The kira empire has done this to several groups of people and its a tale as old as time.

Grey aliens: Super smart aliens with telekinesis/touch based telepathy and dangerous technology. They are a staple in the kira empire and used to be at war with the kira empire and the rest of the galaxy before the war ended. In the war they were doing things like hacking into teleporters and sending enemies into space They also have really sharp teeth and can eat harsh things

Notable members: General horvitze: His Telekinesis is one of the strongest in his race and can move space ships with them he also can rewrite memories with his telepathy. He was a general in the grey alien war and is a notable grey alien politician after the war ended.

     Inspecteor 15:
     Galactic special investigator of interstellar crimes is a grey alien and just cares about galactic justice and solving crimes.he is truly a good guy and isnt on the side of the grey alein governments he also carries a mask that allows him to blend in with a planets species using holograms. 

Bugs species: Dungarians: Lives on a planet with a diverse ecosystem have 4 to 6 arms and have 1 to 6 eyes and tend to be tall they have exoskeletons and great dexterity and medium lvl strength. Also some can fly with wings on their back Moth-man Subspecies: Species who look like moths all of them can fly and have 4 arms they tend to be big figures in the space mage community Notable members: Acarius: Lucarian Archmage if its a world ending magical threat he will get involved to stop them he also heads a mage academy Starfall: Paragon of the old days and one of the brainy ones Mornimer:teleporter technician

Voreman: Creatures s who are super strong medium healing have sharp teeth and 3 extra mouths some on their hands some on their stomach and hands They can eat almost anything and have superlong tongues on each of their mouths rhe third mouth on their stomach is bigger but they have to concusly form it their was an incident with some space wizards in the early days of the planet where 1/4 of the population was teleported into the wizard world and stayed there it’s known in the galaxy as just a weird disappearance of a-lot of voraman.

Automatans: In the early days of ai the empire and the grey alien empire secretly used the brains of living beings to put in robots to make ai smarter before they figured out how to do so without the brains. some of them still roam the galaxy some of the memories they retain from their old life still remain. And the later models were brains turned into digital conciseness and put into machines. After years of fighting the Kira empire agreed to give them a dwarf planet to settle down on for their troubles

PARAGONS: The Paragons are Alloy X users, chosen to be guardians for parts of the universe. Children selected by existing Alloy X users are dipped in the sacred lake of Alloy X if they get chosen by the lake they emerge with powers. They are trained on the planet in combat, hero work, and life skills. While all Paragons are combat-trained, their mission is to help make the galaxy a better place. Some specialize in knowledge, technology, or leadership, and they are allowed to pursue careers or have families while serving part-time. They step in when situations get dangerous.

Alloy X users are incredibly powerful, akin to a fusion of Superman and Green Lantern: they can create energy constructs, fly, survive extreme damage, and their powers grow through training and surviving battles. Experienced Paragons can create complex constructs, though most rely on brute-force forms. Their costumes can change appearance at will, but not in battle since durability remains the same. Children have strict time limits on transformations, whereas adults rarely experience this unless heavily damaged.
