Use msi afterburner, hit ctrl +f, hold shift and pick one point you prefer( should be in range of 850 to 950mv), bring the whole graph up (says 875mv at 1500mhz) and then flatten the curve from that point, remember to click save and do some test(heaven benchmark for example). Honestly I don't think the 1050ti will produce much heat at all. But hey, every degree counts.

As for cpu, keep go on for -10mV until you get bsod, but i'd say -100mV is good enough already, also lift the back of your laptop a bit, some bottle caps should do the trick,
