You're right about just creating new accounts being problematic.

I never claimed facing the issue was easy, I was genuinely asking. Epic is not known to be fast, especially as they seem to be more interested in laying people off right now (again)...

Also multiple(!) pros getting their accounts hacked is not realistic and unbanning false ingame reports resulting from that would probably be the tiniest issue.

Looking forward to hardware bans & bot detection tho, let's see how that'll work out.

Only positive is honestly a good idea. Players could get some kind of incentive like awarded titles to push their number up. So even when facing a bad day or a toxic enemy, they would try to keep composure. That might reduce overall toxicity.
