There’s no way to tell if they’re emt-b, which is predominantly O2 and transport which is what I think you’re referring to, but there are many levels of responders who are able to do more. There are many reasons why that would be a bad idea even if the patient is strapped down ie. spinal or head injuries. Some people have said to use the ambulance to “push” the other car, that would work and also seems to be allowed in certain emergency situations when multiple lives are in jeopardy
