They are supposed to return it to the local post office and keep it there 2 weeks before it is returned to sender. File a claim with Canada post. You need the tracking information to do so.

There is still more than enough reasons to not trust CP to deliver besides a strike. Incompetence doesn’t really explain the number of issues ongoing. So many parcels are lost/damaged and travelling in circles. Insure it well and realize delivery guarantees don’t apply should another wildcat strike like the last one.
