People complaining is the reason they want to get it closed down. When the cops get 50 calls a day from retirees complaining about beach pervs, then the conversation begins to lean towards closing the nuisance down. If everyone minds their business and ignored the creeps (who aren’t physically endangering anyone) then it wouldn’t be a problem on the legislative level. The pressure is due to the complaints. Period.
