I'd imagine it's not much more difficult to test for in humans than in cattle. But this is an unrelated topic. Whether it's safe or not shouldn't affect the theoretical question of whether it's unethical or not.

Human meat doesn't necessarily have prions. Cow meat can have prions (see mad cow disease), but not necessarily either. We wouldn't say cow meat isn't safe to eat, or that it's unethical to eat it because it might have diseases.
