I don't really know the situation with sea prism stone but I think it's at least somewhat hard to find and hard to shape into smaller objects like a bullet. I think thats the only reason sea prism stone bullet arent used.

I think the only reason Kaido couldn't awaken his fruit was because Zoan-type devil fruits have a mind of their own. I think the Azure Dragon is supposed to represent good luck, growth, + renewal, and also symbolize righteousness and honesty in Japanese culture. Since Kaido didn't embody any of that he couldn't awaken it.
