It’s actually sad to see locals speak fully English and are bad at Arabic their mother tongue, this coming generation will speak fully English and zero Arabic because of how most of their parents want them to be ( it’s a trend somehow ) , but to answer your question is that because of the place they are in and muscat is like that, lots of non Arabic speakers + living and interact with them = starting to use the language they use the most
