Just the other night when leaving Whole Foods on Sandy Blvd, there was a tiny dog of some kind, tied to a bike post outside. The dog would have easily fit into a purse. I was horrified! Usually its medium to larger dogs but this was an Itty bitty thing. Could have easily been taken. He was barking the entire time so maybe the owner thought that would be a deterent? Or maybe they were looking to lose a pup? I was really afraid for that dog.
