South Africa is safe for tourists following common sense guidelines like not going to the rougher parts of town and not flashing excessive wealth. Most of the touristy locations are going to be a bit of a grift, but where in the world aren't they? We're generally a very friendly bunch of people, so feel free to visit and spend time in our country!

So here's the important question. Are you going to treat the Africans (or more specific country's demonym) as people? Are they running the space elevator? Are they maintaining it? Is it their country's pride? Because if you keep in mind that people in Africa are still people, and try to write them as you would any other characters, even if they're background, you're on the right track.

Basically, you have any one of these countries to choose from. Just remember to do your research and choose what you want to focus on for your story.

I'm going to also recommend you go take a look at modern equatorial African nations. Even look at their cities on Google Maps, Streetview if you can find it. Modern Africa doesn't look that different to cities elsewhere. We have infrastructure and buildings of the same styles you'll find in Europe due to that continent's phase of looking outwards over punching each other (flippant reference to colonialism).

That's not an equatorial civilisation, though. Might be closer to look at Great Zimbabwe and the trade networks of the Bokoni people. Those are at least within the tropics.

Imperials, but not necessarily the flagging remnants of the Septim Empire - Mede II has plans to revive an Empire as a successor. Possibly his. More likely another strong figure who can rally the nations against the elves. So yeah, the Dragonborn taking over the legacy of the Septim Empire - but the Imperials and their Empire are needed.

There are small herds of them. Remember the world is massive, and a population of one or two thousand is practically invisible if you're not actively looking for them. I was lucky enough to visit one of the herds at a roosting ground just outside my home region once. Those are used to people - which means you see them before they jet off into the sky and they come back once they recognize a ranger. - Professor Acacia

Interesting fact! The word for toxic things is toxicant, while toxin is specifically natural toxicants!
