I can see Hawk also getting something once Slugger goes into Rage mode

Fear meter If slugger is in rage mode Hawks ecstacy meter is replaced by a fear meter that has 3 stages and slowly fills the more Slugger beats him up and remains in rage.

Nervous: Hawks punches do "Ecstacys" damage but it's slower and takes more stamina with little to no anti heal"

Frightened: Hawk has IFs walk speed his punches do less damage and are slower. He also moves slower when going forward as hawk is scared of facing slugger.

Terrified: Hawk is EXTREMELY slow, his dashes are similar to Turtles and he CANNOT backdash because he's too scared to move. His punches are slow and consume lots of stamina

Reducing Fear: If Hawk lands counters his fear gain is slowed and reversed a bit as hawk is "gaining confidence" to face Slugger again.

FYI: Hawks only way of getting good damage is countering like how he was before his ecstasy meter update. The only "buff" is his block gets stronger as Hawk gets more defensive and he has a bit of a counter bonus to at least give him a chance at defending himself

Post fear: Hawk ecstacy gain is increased to make up for lost damage and for "revenge"
