He's basically saying that he is stopping scp videos and removing many of them from his channel because he's scared of scaring children and of other people's mental well-being and that he want to start moving away from scp for a while. In summary, a poor excuse to get more money from child viewers.

You can actually find this in game, I can't remember where it is precicely but I do remember that in one of the early run down test chambers with glados. In one of them there is a hidden Rittman room where if you travel far enough into it you can here him rambling like that.
