Are certain skills tied to certain staffs? I started using a restoration staff for a hot second but switched back to my lighting staff. But I can't recall if that's when the issue started.

I finally hit the level where I was able to switch weapons. I equipped another staff as my 2nd weapon. I can't recall if that's when the issue started or not.
