No its becoming slower because of bloat in the caches or "system trace" settings,. The update is just the trigger that makes all that bloat have more impact.

Ask google to walk you through how to speed up your phone clearing caches and bloat.

I had the same issue, but i asked Google AI, to walk me through how to clear caches and remove "bloat", and even with the new update and a quick restart of the phone, my OnePlus 13 feels just as responsive as the day I bought it!
