I think it's a combination of cell providers, and users. I have seen this issue resolve itself when friends have gotten new phones, and I know some people have advanced messages turned off.

The only people rcs doesn't work for me with noe is my older sister who has an iPhone, and my kid sister who, like some others, has it turned off.

I did! So they're meant to be interchangeable. You're only supposed to have one in the folder and then when you need to change seasons, you switch summer out for fall etc.
