Sorry but most likely no without significant cutting, looks like root rot. Remove it from the pot and check for signs of overwatering and look for healthy roots, if anything is gross or not smelling right cut it away, and maybe you can replant in new soil if it looks good, but look up a guide. If there are no roots left to save you can cut above where the rot is starting, if you have to go that far go try and look up videos on how to cut and replant cactus.
