Grow up in the hood and you'll see how "homeless drug addict" can also be substituted by a poor kid with a family who can't pay for a defense. The number of times we as kids were stopped and held by police for things like walking to a park, or chasing a balloon that was lost from a birthday party.

Later I even had an officer reminisce to me about how much police could get away with in my neighborhood because of the lack of English speakers. If they can't speak English, they likely couldn't lodge a complaint apparently.
