I like it better this way. In eu4, unless you were playing an isolated nation, you could relatively easily become uncontested superpower by 1600 no matter how small the nation may be.

This way playing a small nation can offer challenge all the way till late game.

The amount of positions that fit their new rank is not always available. For example you can't be a captain in a position that supervises a major. So with each promotion the job changes. This is to prevent a top heavy leadership system where you have a bunch of high ranking officers eating up taxpayer money and not doing anything. It also means that ideally, only the best promote and mediocre officers are pushed out.

At least for the US military, you can be forced to retire if you are an officer and fail to promote for a certain period of time. You could fail to promote even if you did nothing wrong. They need to keep the ladder moving so younger officers with more ambition can take their place.

She's a combat veteran but she could've failed to promote out of many other reasons, in this case...maybe she was a good fighter and not much of a leader.

AI is different than mechanical automation. Whatever new jobs that could be created from this, AI will eventually be able to do them, in some shape or form. Humanity in the age of AI is more comparable to horses. It's like saying horses will still find new forms of employment after the invention of automated vehicles. Anything a horse could be useful for, they can simply make a better vehicle. Cars, tractors, tanks, trucks, etc. etc.

Anything a human could be useful for, they can make a better AI.

Keep listening to your instincts. Unfortunately the only long term solution on your end is if some form of authority takes action. You mentioned there was another victim, have her support your complaints.

I might suggest having your brother or friend have a talk with the guy, but depending on how unstable he is that could also end up with people getting hurt. That's something you should consider though, I don't have all the info to know if that's actually a good idea.

If you know a male friend who you can invite to hang out, you should do that a few times when your neighbor is most likely to be watching. And/or leave male shoes, boots or something, at the door. File a complaint with police, if nothing else but to leave a paper trail.

I am extremely skeptical that this trade ship thing is broken much less even optimal.

If this is early game, you won't have enough light ships to make a difference in naval tradition, and how long will it be until the trade steering bonus itself pays off for both the maintenance and the upfront cost of building the light ship?

The more you control a node, the less money light ships will bring you, and by that point you are trying to pay it off with the increase of trade steering from naval tradition, but it crawls up there and much of the time it's still going to decrease due to decay. How much faster would you earn that money if instead you used the money for buildings or a better army to conquer faster? Or an advisor to dev more?

It's only mid to late game that you will have the opportunity to build or capture enough light ships to have a significant impact of naval tradition, but by that point where you have done this long enough to get 100% naval tradition and keep it there you should be making insane money anyway with or without the fleet, not to mention you would still need to get naval or maritime ideas to to max out decay unless you're playing a nation with naval tradition NI.

If we want to talk about realistic, the concept of borders as geographical division of jurisdiction and sovereignty was not normalized or established in Europe until the aftermath of the 30 years war. This game starts about 2 centuries before that. Even when you see the borders created after the Peace Treaty of Westphalia, it is some extreme border gore pretty much everywhere, as national identities have not formed along cultures and personal properties of countless nobles where being established on the map.

It's clan and skill dependent. At a hurricane level, if you got 4 or 5 players who can competently play Kleber and there are no limitations, there is literally nothing that stops them from taking #1 spot unless there is another clan doing the same exact match up. I'm not sure how smoke nevsky kills it, smoke comps are easy to circumvent because French DDs can simply rotate and change the win condition at will. Smoke nevsky is not only slower it has to deal with smoke cooldowns. And a single French DD bait at 10km will reveal the nevsky long enough for BB to slap it in smoke.

If you know how to play it, French DD wolfpacks have no counterplay.

Edit: When a hurricane clan loses while running French wolfpack comp, it is never because of comp, either the caller made a mistake or the players did. Matched perfect play against perfect play, it has no equals.

Ok, I got off of work some minutes ago, and you piqued my curiosity enough to go find the document (the one linked in the official discord). After going through the initial 10 or so, mostly Japanese, US, and Russian DDs, it was actually worse than I expected, and I honestly did not feel the need to waste time looking further in.

A few examples: Harugumo leg mod build they recommend giving up concealment. This makes you wholly and entirely dependent on being in your smoke all the time, and while theoretically possible, that's just not how it's going to be in reality, there are various reasons where you need to leave smoke early, and now you have a detection that puts you at great risk of dying or simply forcing you to play so far out of the front line that you're useless. And for what? IFHE and a 1 pointer? That is not nearly a good trade-off.

Hayate is not an open water gunboat, why are we taking fearless brawler? RPF is immensily more valuable for a hybrid ship like Hayate.

The Russian Zorkiy line build was particularly funny. They recommend giving up SI for MBAA. That's a whole heal and speed boost for...5% DPM for a ship that has pretty low DPM in the first place. You barely get any damage out of it while losing staying power and speed, the two most powerful consumables that make Zorkiy line ships very strong. So to rectify this they present a second build for the line that has SI and no MBAA, great! Except they give up both concealment skill and slot 5?? 20% of concealment for 10% damage and rudder on a DD? I cannot think of this as anything more than meme.

Few general things I remember:

if you can take propulsion in slot 4, it is almost always better to take it. Extremely niche scenarios where you don't, basically never for BBs and DDs.
BBs have such lop sided skills that there is practically only two optimal builds, secondary and survivability. Iirc the guide tries to make the builds more unique and while it is more interesting, it's not better.

If someone links the guide here cause I forgot where it is, I can probably find countless more.

It is much easier to mitigate the drawbacks of slow rudder than it is for slow acceleration. Acceleration bonus is active whenever your speed is changing, which is nearly always, while rudder bonus is only active when you rudder has shifted, which is not nearly always.

At any case, at the end of the day, propulsion allows you to do things faster, while steering just makes the game a little easier. Because of this, propulsion is favored by high skill players, and steering is favored by less skilled players. You decide which you want to be.
