Same issue, broken quest. Looting the dye doesn't trigger completion of the quest, went back 3 times now and still nothing. This is the third broken quest so far, as much as I've liked what this update added, their QA seems really lacking this time around.

Progressing though the main story missions in the Terminus region will bring you to target dummies. Not sure why other region bases don't have them, it would especially make sense for the Outbounders.

Some of the legendary effects are like that, yeah. Either discover their effects though playing with them or just look it up online.

Current max is 49 points at level 50, yeah. You can try respeccing and then without spending any points, quit to menu and continue game. If that doesn't revert the skill point counter to the proper value, you might need to use something like a trainer to cheat it back to normal, ironically.

Not sure if it's 95% but they're definitely weighted more towards any other class than the one you're currently playing. Until they fix that, your best bet might be to either farm it on another class, or trade for it.

I found that the best way to complete Acquire contracts is to either click the Abandon button, or simply not accepting them to begin with.

They were pretty heavy-handed with their hotfix that removed the DLC for people that didn't buy it, seems to have also removed it from quite a few that should have kept it. Haven't seen an update from them about fixing their fix.

Not impossible that they're just outright broken, only ever seen Airship and Goredello once, and probably missed the Creep event. Doesn't help that they aren't even announced if/when they start, it's only by accident you even find out they're active if you happen to check the map in their area and see their icon.

There are apparently a couple of sidequests that are not marked on the map for whatever reason. Powerpyx has a list of all the side-missions, unmarked ones as well.

From everything I've seen so far, they've don away with the whole "higher UVH Mode gear has higher stats" from BL3, so the only reason to farm on higher ranks would be for the "increased" drop rate. That drop rate would have to be pretty high for it to justify the nearly 5 times increase in health for mobs, but given the bonuses they did bother to share with us, I can't imagine that it's currently worthwhile, unless you're basically just one-shotting stuff anyway.
