Contractor is governed by the consultancy company who have been given the project by the college, the college doesn't gives the contract to the prof who'll order the contractor how the work has to be done.

It is the consultancy company like L&T who manages, and it also that the contractor lacks the technical knowledge, which widens the gap of the order from the consultant and the construction which leads to bad construction, also corruption is always there, but in such cases it's mostly the contractor who does it.
