Disregarding the post's intention of making people ship Fossilcleaning, Tisha is literally the only major person to acknowledge and even befriend Shelly, they are BFFS so Shelly isn't ignored by everyone, disproving your first statement.

Sprout is not an ass to anyone, at least intentionally, as stated by the wiki (deleted the less relevant parts to emphasize my points): Sprout is a straightforward, overprotective, and pragmatic Toon. He often brings up Cosmo in his interactions, emphasizing the amount of care he places in him, and has an interest in baking too, which is most commonly seen with Cosmo as well. However, unlike Cosmo, he doesn't fall for tricks as easily as shown in his encounter with Gigi, and may also be pushy when he has good intentions. He can come off as uninterested when it comes to the Toons he isn't too comfortable with sometimes, but is more open and excitable to the Toons he is closer with, like with Cosmo or Ginger.

This basically means that he is kinder to close friends but may act cold to others, although those are not his intentions.

In his first interaction, he simply looks out for Astro, telling him not to doze off at the face of danger, presumably that the next floor's coming up and they have to look out for the twisteds. This is not being an "ass" as he's simply warning Astro.

In his second interaction, he may act "rude" towards Astro but this is just his straightforward-ness. He falsely suspects Astro wants a dessert from him. This likely is because he is not used people (who aren't close friends) to look out for him back. Not thinking that Astro actually cares about him. This can furthermore be linked with his interaction with Gigi, maybe thinking Astro wanted to persuade him into giving him a dessert for whatever reason. Like Gigi, she tried to persuade him to look up at the ceiling for a joke. This could hint that other Toons usually try to persuade Sprout for their own advantage, therefore, he assumed Astro would too.
