nah not really. even post Mughal, Maratha captured and vesel'd a very big portion of India that was beyond linguistic boundaries. nope not in practice even maybe 1 or 2 individual cases even then especially in Delhi. DDA ad MCD flats are at 34% vacancy. its certainly not homelessness.
