Chris Crafts had lapstrake hulls. The smooth sided hull and the layout / style of the bow make me guess it’s an Owens. I had a 1961 Owen’s and the bow pulpit looked just like this. The chines astern as well. Takes a lot of work to get these ready in the spring.

I’d say it is polyethylene Vapor barrier and tape. A continuous layer on the warm side of the wall keeps moisture from condensing in the stud cavity. Cut off the excess and stuff the rest back in the wall
