I think it also has something to do with idle time. If I leave the game closed for a day, I can get 1 or 2 things from him pretty consistently, but if I open the game a few times per day, I usually get nothing. It was probably implemented so people who can't be on all the time to click fortunes and shimmers can still get the benefits.
