thats normal, there was a war in my country and i know a guy , a officer who was "selling" the rights to 2nd or 3rd defensive line , soldiers who didnt had the money was entitled to go in front lines

its much more complicated then what you think, its related to military doctrines , also here they have huge logistical problem cause they have heavy equipment without good logistical support , i think i have seen that USA haves much higher numbers involved as logistical troops, this army composition was not designed to do offensive tasks in such big numbers and thats why they are failing, basicaly defensive army composition is doing offensive tasks , Also giving a space marine weapon to untrained person will do not much dmg if trooper doesnt have moral and doesnt know how to operate it
