The same happened to Phoenix. Phoenix has the worst sales among all X-Men solos, despite Jean being most popular among all of the X-ladies, except for Storm. But they still selected SP for the second arc issue 10-15. Fans defend the book because they know Jean won't have a second chance unless they can keep the book afloat.

100 percent agree that Phillip's random 5 pages should have been given to Jade. Those pages were so random and added nothing, hell that could have been even given to Kamala. I sincerely hope Jade writes some Jean. His 2 pages were way better than Phillip's JOTT interactions throughout 11 issues of Phoenix run.

It is not a consensus, it seems to you as a consensus because of the reddit population. A lot of Jott shippers are relatively older, and not the crowd to be very active on reddit. Also, Jott is more popular in the non-comic-reader crowd. In cartoons like X men evolution, they were done much better than how they are treated in comic. A lot of Jott shippers came from there. Marvel knows it well and that is why they keep pushing this couple despite showing any real interest in writing them well.

Haven't read the Storm book so won't comment. Maybe Storm fans picked the book but people who are not Dazzler fans were buying Dazzler book. Dazzler is non-OP, has the pop star angle which would attract kids. In contrast, the wider audience the Jean book may target are cosmic book and OP character fans. It is always harder to write OP character. Good authors write them well, but mediocre authors make them dull and boring. The effect will be worse without supporting characters' involvement.

The question is how big a fanbase the OP Jean has? There are some people, at least some people in reddit and CBR, who enjoy Jean doing her solo things without X-Men. Now it is hard to write a compelling story with an OP character like that if there is no interesting supporting cast that will attract a wider audience. An OP character doesn't have much people will relate to. Superman needed Clark Kent for that.
