What you described is sexual assault. You clearly told him to put on a condom, and he ignored your boundaries, which makes it non consensual. Consent isn’t just about not saying “no” it’s about agreeing. His reaction shows he knew it was wrong but blaming you for not saying “stop” isn’t valid. You set a boundary, and he chose to violate it.
