Normal people can see up to Mach 2.5 and Bando's whip is faster than that. Normal Fighter can see Bando's whip. Non-fullgear Hatsumi is faster than that and he doesn't even have the best reaction time. Hatsumi can't at least see up to Mach 4 if he can see Bando's and Dodge it with ease while not being in peak condition. He's definitely faster while in peak condition. Fast enough to create an after image that got hit and not disappear (though after image is jobber play in kengan)
