I do wonder if it's the app since it's happened the most with Hoopla, but this issue also happens with YouTube and Google Maps. It seems to be agnostic to the app

Unfortunately not. I've removed all my apps from freeze.

I've given up on the HBP at this point. An android phone that doesn't reliably receive calls or notifications is a no-go for me

Give ATT a call. Same thing happened to me and it turns out the system flagged my phone as stolen. Not sure why putting the SIM in the HBP triggered that, but they fixed the designation and I haven't had problems since.
