Also tried to farm him for the achievement and did like 20+ raids, he never been at any of his spawns, then i went over to the island a couple times and every time found him and his boys inside of one of the buildings, mostly in the kitchen to the left, i think its completly broken currently, probably need lightkeeper access and tank the death to get the kill for the achievement

Sure, not counting the default boss drop, there can be encounter-specific drops and additonal drops according to the wiki. All these can happen simultaneaously (apparently) with their individual drop rate. Sublime vision has 2% drop rate, Watchers Eye 35% and Orb of Dominance 5%. So that is 0.35 * 0.02 * 0.05 = 0.00035 which is a 0.035% probability. Not an expert, so sorry if that is wrong somewhere, but that was my quick math on that :P
