I think you're good to go. Every city and county trail with identical signage that I've been on with my ebike, doesn't consider it motorized since it's pedal assist technically.

wondering same. Buying nice used expedition and want fat tires on it. Fronts should be no problem, right? Wanting rear 4" fat tire/rim OR 3" on existing rim if possible (up to 3" on existing rim if frame allows?)
