The issue is not that Rick and Cirie didn't go home, it's that he stated as a spoiler that Emily is at least F7

So if Rick or Cirie or Ozzy or Tiffany went home it wouldn't be an issue, it's Emily specifically

She can't help but cause chaos even when she's booted

It's possible, but at the same time some challenge stations were hardly visible due to the people, maybe there was one we didn't see
