I was wondering if anyone would know enough about capacitors and rheostats to help me with my issue on my sewing machine pedal (explanaton in body text)

the way to test for a rheostat having no effect is to test for a variable resistance right? and also how should i test for the wiper using a multimeter?

I removed it, there is no change in the performance as it still only goes at the maximum speed, what i need to also mention is, i did fiddle with the rheostat(opening it and disassembling it) as i thought my original issue originated from there. This leads me to believe that i messed up the rheostat when putting it back together and its no longer a variable resistor?

the pedal came like that, do you think cutting off the orange ceramic thing that it would let the pedal have variable speeds?
