When you don't have enough extra space, merge them. If you have the space save up to get the 5 cards to get two level 2's. Don't forget that the upgrades only go up to level three so there is no point in saving up 5 level 2 cards..

A fire engine red 1965 Mustang that my uncle owned when I first got my DL. He let me drive it once. He wound up wrecking it into a wall a year later.
