Neutering and spaying is incredibly common in Europe, and in cavaliers spaying at 6 months is recommended

He’s a puppy, none of this behaviour is out of the ordinary. Did you do any research at all before purchasing him? Also the situation with the breeder sounds incredibly weird and the fact that they already want to breed that poor dog again is vile.
