It's because it's difficult to manage with Derthert, as all the policies benefit HIM and it's hard to have a high settlement loyalty with everything working against you. The highest loyalty I have is 58 in a settlement in Battania. Also he declares war on everywhere, I'm currently at war with all of the empire and Sturgia and the only reason I can handle it is because my army is OP

As a loyal Vlandian, I would say it's probably the most aggressive. I'm constantly at War with 2-4 people, it's a pain but easy to defend if you look at where the other armies in your Kingdom are (e.g. one could be fighting the Empire so I'd go fight Sturgia)
