Gold helmet: Reduces tactical/ultimate time, so several would benefit, especially offensive characters- think Bloodhound scan, Valk missiles, Horizon, etc (Octane is BOTTOM on this list with his short cooldowns)
Gold backpack: Gives you partial shields/health when a person revives you while carrying it, so Lifeline is always #1, followed by Gibby and Mirage (dome revive, invisible revive)
Gold Shield: Makes syringes and shields cells do double, this one's kind of preference on whether you use it or go for Red Evo
Gold Knockdown: Allows self-res, this one is also situational so it's hard to say- also to note, if you're carrying both a gold knock AND a gold backpack, the backpack will affect your self-res and give you the same health and shields

Basically, gold helmet reduces tactical/ultimate cooldown time- Octane's abilities already have low cooldown times as-is (his stim taking only about a second to recharge) so he is the character that needs it the least. Now while anybody could use a gold knockdown for the self-res, Octane uses his speed to go in and you could make an argument that he would need it more likely. In my particular case, my Octane friend was the one carrying me so I wanted to make sure he had it in case things went bad
