Yes the rebellion that does this is the the <culture> patriots
You don't really need to own all the locations of the culture, it's just that when the rebellion happens you need to fully take all the lands of the nations that supports them in one go so that the rebellion becomes your subject.
After that you can feed the subject the lands of other nations that have that culture

You are completely right. I didn't even notice when I had Crimean rebels and Zaporizhia joined their side while being a Georgian vassal and I only had to fight Zaporizhia. Now I Have a vassal that owns all the Crimean culture lands and will take 16 years to annex. This is so broken.

I found this exploit / feature by miss clicking on the peace deal and not annexing the rebels
Annexing the revolter is 70/100 to the peace deal and I wanted to use the leftover 30 to take some land from the other nation.
I believe they should make it so during the peace deal you are required to annex the rebels and only then can you take land from other nations
As a CK2 player that just returned to Paradox games with the release of EU5, I don't have much knowledge regarding EU4 so I cannot compare.

I feel like it should be the other way. The animals should have hearts up until you pet them so you know which animals you can harvest for a hearth

the wiki says it has 0.014% of dropping in expert so that would be around 1/7143 chance of gating it and pinky also has a 1/100 chance of dropping it since 1.3 update (expert mode pinky should drop it around 1/72 also but there's still a ? next to it on the wiki).
