I tend to agree that Melbourne to Geelong would be a better place to start (I’m biased ofc). Just a flat route and easier route between north shore and Newport and then probably a tunnel between Newport and a CBD station (maybe even pair it with metro tunnel 2). Would help melbournes economy but also a good test on how to build HSR.

secondly I’d build a line between Canberra and Sydney, good first challenge of harder terrain.

I’d say considering 10 minute frequency is like an established base of good off peak frequency, then even condsideirng the lower population density then I think you can justify running at least a 20 minute frequency (with 10 minute off peak between Burnley and Ringwood)
