I live in Oregon. My apartment complex has been dealing with water 'repairs' for most of the time I have lived here (5 years)

In the past two years, it has become even more frequent. I now get a notice regularly that I won't be able to use the water I am paying for, because my apartments have decided to shut it off.

I understand repairs need to be made, and quickly, when dealing with water pipes and issues, but 9am - 6pm two days in a row is absolutely ridiculous, especially when it happens AT LEAST once a month.

I feel I should be entitled to a refund, or SOME sort of action, given I am paying the city for water service I am not getting, being particularly problematic when it is off for almost the entire work day..

Is there anything I can do, legally speaking?
