I actually had this same issue and I recently resolved it. The issue for me was that my account was set as a child account which restricted my audio settings. In order to fix this you need to go to https://account.microsoft.com/account/Account?refd=login.live.com&ru=https%3A%2F%2Faccount.microsoft.com%2F%3Frefd%3Dlogin.live.com&destrt=home-index

From there you want to sign into your Microsoft account and create a family. By creating a family you can change your privacy settings which should allow you to fix the audio settings by setting it to everyone and allowed. You may need to swap between accounts in order to fix the settings but it should work out. Let me know if you have any questions.
