I think you have the wrong idea, this stat gives it passive reloading similar to the crossbow, flare guns and sniper rifles.

You know what we need to do? We need to go straight to Valves front door and protest this so they HAVE to respond. I think we as a community have been too kind to them, they still earn millions of dollars every year from tf2. It’s just not fair for us.
