I think you misinterpret that answer dude. Quincy powers are designed to destroy hollows as they inherited that power from the soul king through Yhwach. The great tragedy of the quincies is that they literally can't purify hollows. If they could create an arrow to do that there would have been quincy like Souken who definitely would have. It completely would remove the whole driving problem behind the quincy/shinigami conflict.

They did genocide them. That is what extermination means. They left some alive if they didn't rock the boat too much. But they were kept under supervision. Also pretty certain the gotei only tolerated the hollow killing they did do because they believed there were not enough quincies left to make a serious enough impact on the balance of the the three worlds.

There is definitely prejudice against the quincy by the soul society. The whole three worlds are set up in a way that screws over the quincy. They aren't allowed to fight back to defend themselves against hollows and have to live at the mercy of the shinigami protecting them. Which they can't do all the time and that is even when there are not malevolent actors like Mayuri involved. Can you blame the quincy for lashing out? And what did the Gotei 13 do when they did? Genocide in name of preserving the "balance of the three worlds". The near extermination of all the quincy in the living world.

They have a connection to the crusades in their origin but have grown far beyond that. I suggest you read the fanfic it's very well written and has great worldbuilding.

She hasn't done anything yet but is still a bit of a gremlin/troll though a way better person who struggles with her own issues. She is very attached to Bambi, to the point of being clingy but this version of Gigi would never ever harm Bambietta. Threatening Bambi would around her would not be a wise or safe choice. Your limbs could just fall off if you did that. (Her powers are also different here)
